SLOW INTERNET

I have called every phone number, looked for emails, and tried to get a call back, looked for answers on twitter - AND CANNOT GET CUSTOMER SERVICE

when i set up my account in august there was an eglish phone number - and when i called the portuguse line someone would actually pick up. NO ONE IS PICKING UP, there is no way to chat, and because i dont have a portuguese number i cant get a call back. 

Please for the love of god, please. Can someone help me with the terrible quality of my internet? I cant even have a video conference call.
