Poor response to TV & internet down

We moved from Nazare to Feteira two months ago. Our Vodaphone service was good. Initiated service for TV and internet two months ago here and the service has been very bad. Either or both internet and TV is out about 25% of the time. Every time we call to report it is a one hour wait. Help is sent out and they don’t show up in the time window agreed or even show up that day. Sometimes the problem is fixed for an hour or day and then goes out again. Some helpers are good, some run in and out as fast as they can, but ultimately the problem is never fixed. We are seriously considering going to Starlink. To be clear, the staff at the store in Alcobaca is professional, efficient and friendly. they get a 10 out of 10. Everything else about MEO is a 1 !!  How do I get this filed in the Book of Complaints ?? Thanks for any help given. We are at the end of our rope.
