Can't activate my new mobile SIM

I urgently need to open a Portuguese bank account (I have a deadline in 10 days, if I can’t provide all the documentation asked by the company they won’t hire me), I got a MEO SIM but my phone (I also tried with different devices) can’t receive the activation SMS, I’ve been looking in every setting but nothing done, it doesn’t give signals or anything, I don’t know what to do.
