moche legend for foreigner student

Hello, I am a student of 25 years old Tunisia, I do my doctorate at evora, at the university they gave me a moche sim card (moche legend 1g) and it was very good only after 2 week ago I got a lousy message asking for registration I entered the site but unfortunately I do not have a Portuguese citizen card number to do the registration and I have not found how foreign students can record
